About The Powerless

About us 

The Powerless is a strategic advocacy agency working for a just mobility: safe roads, clean air, green transport, accountable tech, responsive governance; and for elevating voices marginalised or forgotten in the transportation and technological debate. In this age of the machine - ever larger vehicles, hubristic Big Tech, failed yet flourishing road-building dogma – our approach is humanistic, spotlighting and supporting action for health and justice.

Realising the power of the powerless...

Our inspiration is a manifesto written by Vaclav Havel in 1978, still highly relevant today. The Power of the Powerless was not only a brilliant riposte to the controlling lies of authoritarians, but also foundational for an ecological politics which rejects overmighty machines and unbridled consumerism. It celebrates the agency each of us holds as individuals, showing how even the seemingly powerless have great potential to act.

Thinking for fairer futures 

We write about developments in policy and practice in road safety, transportation, the environment and related issues of social justice, exploring the impact on the least powerful – particularly children and youth – and their health and rights. We showcase comment and ideas from frontline communities as well as some of the leading practitioners and thinkers in the field.

Advocacy for people, not machines

Our consultancy works with non-profits and public authorities who seek to reduce the negative impacts of this machine age, for policy change which protects and enhances all people as they navigate our streets, enabling a degree of power for the powerless. 

Founder of The Powerless Saul Billingsley led the FIA Foundation charity for 12 years as its Executive Director, launching its Child Health Initiative in 2016 with partners including UNICEF, Save the Children and the UN Environment Programme. He was a lead organiser of the international Make Roads Safe campaign and was awarded Cambodia's Royal Order of Sahametrei for his contribution to road safety. 

Saul has held board positions with organisations including the UN Road Safety Fund, the World Bank’s Global Road Safety Facility, Safe Kids Worldwide, the Global Road Safety Partnership, the UK Road Safety Foundation and the International Road Assessment Programme (iRAP). He is a postgraduate of Cardiff University's School of Journalism.
